It's more than possible to major in music and minor in art. I've known people with much stranger combinations, such as a major in philosophy and a minor in history, or a major in music and minor in spanish, or a major in psychology and minor in biology. I contemplated a chem major/ physics minor myself.

In the US, what we call "college" and "university" are precisely the same thing, with regards to prestige and difficulty in being accepted for enrollment. Colleges, however, tend to have a small enrollment and be private (more expensive). Universities tend to be much larger (>10,000 students), state-run (public) and urban. The cost of a school seldom has anything to do with quality - like with brand names, if they're more recognizable, they'll probably charge more.

So who goes where? Depends on where you'd like to live (city/boonies), how much money you've got (unis tend to give more financial aid), and how you personally like the amenities of the school.

My personal example: I went to New College of Florida, very expensive, and very small. Difficult to get into, and very very tough classes. My largest class had 45 students, smallest had 6. My professors all knew me well (I did NOT like this!). Contrast this with Aberdeen, where my smallest class probably had 100 students and I seldom spoke with my professors, if ever. It was affordable. The classes were easy, but I felt the teaching was superior to New College. Perhaps it was just the accents making everything sound more digestible. Yum. Then I went to James Madison University - cheap, in the middle of fucking nowhere, classes so easy they were an insult to my intelligence, and terrible teachers. Just bad all around. So...I've had a little bit of everything.

I rewatched the last 4 eps of BSG S3 and I really, really think the final cylon is Roslin.
